Those with a stake in Abia’s criminal justice system demand changes to the way the state is run

Attendees of a three-day workshop on expanding access to justice in Abia State have demanded changes to and stricter enforcement of the Abia State Administration of Criminal Justice Law (ACJL, 2017), citing its potential to safeguard individual liberties.

Speakers at Saturday’s final session of the Centre for Transparency Advocacy’s programme in Umuahia mostly agreed that the present criminal justice system in Abia State will fail to produce the intended results so long as local security forces, community leaders, and judicial officials violate the rights of their constituents.

Chidozie Nwosu, the Ibeku Youths Association’s president general and one of the speakers, demanded more stringent screening procedures for prospective police officers in Nigeria.

Nwosu claims that the existing approach of open recruitment for young people can let in criminals who take advantage of recruitment drives to become police officers.

He voiced his worry that enlisting people with dubious moral fiber could put the lives of the people they are sworn to defend at risk.

Addressing allegations by some participants that the plea bargain system in the judiciary has become a loophole for wealthy individuals, the Permanent Secretary of the Abia State Ministry of Justice, Chibuzor Ehiemere, dismissed such claims.

Ehiemere clarified that poor offenders in the state are also eligible to apply for and benefit from plea bargains.

Earlier, Faith Nwadishi, the Executive Director of the Centre for Transparency Advocacy, criticised the practice of denying women the right to bail their arrested relatives. She stressed that the centre is extending sensitisation efforts on access to justice to Abia’s rural areas, where human rights abuses are reportedly high.

Nwadishi also called for collaboration among all stakeholders to strengthen access to justice for all residents of Abia State.
